LOUISIANA HAUL & INSTALL TEMPORARY SHELTERING UNITS PROGRAM - HURRICANE IDA

The State of Louisiana, through the GOHSEP office, selected JWTC to deliver critical temporary sheltering services on a large scale in multiple parishes allowing Hurricane Ida survivors to return to their property and shelter on-site. The Ida Haul & Install Program, funded by the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), provided recreational vehicles (RVs) / travel trailers for temporary sheltering solutions as emergency assistance for disaster victims, under Louisiana DR-4611. There were multiple parishes in Louisiana affected. Under this program, approximately 12,000 survivors across the most heavily impacted parishes received temporary sheltering solutions from GOHSEP and FEMA where no other non-congregate sheltering options were available.

JWTC was selected as a qualified contractor for this program based on our capability and experience with both FEMA emergency shelter-in-place programs and HUD CDBG programs. All temporary sheltering projects were awarded individually and required to be completed within 72 hours of award.

This project included haul, install, activation, blocking, and strapping of units, temporary power poles, pedestals, transportation, site preparation, deactivation, and site restoration to both individual and group sheltering sites. We performed multiple inspections of the units before and after installation/activation of the units. Deactivation of the units included logging and categorizing remaining belongings left by survivors, cleaning, sanitization, site restoration, and transporting the unit back to the designated site. We established and followed a specific workflow, maintained the appropriate documentation, implemented a proprietary data management system, conducted site visits, coordinated with state inspectors and building code officials, attended weekly program progress meetings, completed and submitted program documentation for field change notices pertaining to the individual scope of work for each job, program invoicing compliance for progress payments, and project closeout.
