LOUISIANA SHELTER AT HOME PROGRAM GOVERNOR’S OFFICE OF HOMELAND SECURITY AND EMERGENCY PREPAREDNESS
Through the GOHSEP office, the State of Louisiana selected JWTC to deliver critical clean-out and repair services on a large scale in multiple parishes, allowing flood-consumed residents to return to their dwellings and shelter at home. The SAH Program, funded by the FEMA STEP program, provided emergency assistance grants for disaster victims who experienced damage from the floods that affected approximately 100,000 Louisiana dwellings in August 2016.
JWTC was selected as a qualified contractor for the $400M program based on our capability and experience with HUD CDBG and FEMA emergency shelter-in-place programs. All construction projects were awarded individually and required to be completed within 72 hours of award.
Most projects in the area sustained flood-related damage ranging from low scope with minimal damage to severe damage requiring temporary repairs reaching the scope capacity designated for this program. Residents were without power, air conditioning, hot water, and other necessary repairs required for homeowners to return to their property.
The project included developing individually based scopes of work, bidding and documentation, implementation of a data management system, conducting site visits, coordination with state inspectors and building code officials, attendance of weekly program progress meetings, conducting necessary construction repairs per the scope of work, completion, and submittal of program documentation for field change notices of the individual scope of work for each job, program invoicing compliance for progress payments, project closeout, and homeowner evaluations.
