FEMA SHELTERING AND TEMPORARY ESSENTIAL POWER (STEP) PROGRAM - HURRICANE FLORENCE

The FEMA Sheltering and Temporary Essential Power (STEP) Program was established to respond to the needs of North Carolina homeowners who experienced minor damage caused by Hurricane Florence in September 2018. The STEP Program was designed to provide basic, partial repairs to make homes safe, secure, and clean, enabling homeowners to return and shelter quickly.

Over 15,000 homeowners were identified as candidates in Bladen, Brunswick, Carteret, Columbus, Craven, Cumberland, Dublin, Jones, New Hanover, Onslow, Pender, and Robeson counties. From those candidates, 2,323 eligible homes were completed through the STEP Phase 1 and Phase II programs.

Hurricane Florence was North Carolina’s wettest storm on record. It moved slowly across the state for days, dropping more than 8 trillion gallons of water according to the National Weather Service. Many areas experienced catastrophic flooding resulting in an estimated $17 billion in damages.

The North Carolina Department of Public Safety selected James W. Turner Construction to provide basic essential repairs to the single-family owner-occupied homes throughout North Carolina that were devastated. JWTC has a proven track record as a qualified contractor based on our capability and experience with both FEMA and HUD CDBG emergency shelter-in-place programs.
