CITY OF SAN MARCOS CDBG-DR HOUSING - REHABILITATION/RECONSTRUCTION SERVICES

The City of San Marcos Planning and Development Services Department selected JWTC to deliver rehabilitation and reconstruction services for homeowners impacted by the 2015 flood events. Texas was inundated with historic flash and river flooding in Hays County on two separate occasions within six months of each other.

The “Memorial Day Floods” was the first event that occurred resulting in flash flooding causing tragic loss of life and extreme property damage. The second catastrophic flood event occurred on October 30, 2015, being referred to as the “All Saints Day Flood” resulting in additional property damage and delaying recovery efforts from the Memorial Day floods. Combined, these two disasters accounted for damage to 1,558 homes and 35 businesses, severely impacting the recovery and growth potential of the community. The devastation brought on by these two floods prompted the U.S. Department of Housing and Urban Development (HUD) to allocate $25,080,000 to an initial Community Development Block Grant disaster.
