NEWTON COUNTY HOMEOWNER ASSISTANCE PROGRAM CDBG-DR HOUSING PROGRAM FOR 2015 & 2016 FLOOD EVENTS
Newton County selected JWTC in 2018 to provide construction services in support of the Housing Rehabilitation and Residential Construction CDBG Program, for residents of Newton County that were impacted by the Memorial Day and Halloween Floods of 2015 as well as the Tax Day Floods of 2016. The two 2015 events caused severe damage across 134,000 square miles of the State of Texas. Certain areas of Texas saw more than 20 inches of rainfall in a matter of days. The 2016 flooding events were even more devastating to Texas communities as most were still trying to recover from the impact of the 2015 floods. Approximately 3,500 Newton County residents were forced to leave their homes because of a mandatory evacuation. The 2016 floods also impacted and disrupted businesses across the nation due to Interstate 10 closing along the Texas-Louisiana border.
The program, funded by the United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) provided disaster relief funds to assist in long-term recovery. The scope included oversight and implementation of design services, pre-construction, demolition, reconstruction, elevation, rehabilitation, new construction, and construction management for the program.
Of the approved applicants, JWTC completed the rehabilitation of 3 homes and the demolition and reconstruction of 36 homes. We built the first house for Newton County in less than 25 days. Our success with this program led us to be the #1 builder and ultimately the only builder remaining and performing work at the close of the Homeowner Assistance Program.
