REHABILITATION AND RECONSTRUCTION PROJECTS - HURRICANE IKE CDBG HOUSING PROGRAM ROUNDS 1 & 2 SOUTHEAST TEXAS REGIONAL PLANNING COMMISSION

The Southeast Texas Regional Planning Commission selected JWTC in 2008 for Hurricane Ike repairs and reconstruction. In 2010, JWTC was selected again to provide construction services in support of the Hurricane Ike Housing Program, Rounds 1 and 2, for residents of the Golden Triangle that were impacted. The Hurricane Ike Housing Program, funded by the HUD Community Development Block Grant (CDBG) program, provided grants to rehabilitate and reconstruct housing for disaster victims.

In the $125.5MM program, JWTC was selected as a pre-qualified contractor based on our capability and experience with rehabilitation and reconstruction services and our experience with HUD CDBG programs. All construction projects were awarded individually and required to be completed within a 90-day schedule. JWTC completed over 1,000 projects for the SETRPC.

The majority of the projects in the area were awarded to low-income and elderly residents, requiring special considerations in terms of accessibility for older adults and care in handling the needs of lower-income groups. JWTC made special considerations for assistance to those groups by closely coordinating with the applicant and program manager for any urgent needs or unmet needs that came to light during the construction process.

The project scope included developing scopes of work for individual projects, bidding and documentation, implementing a data management system, conducting site visits, coordination with building code officials, preparing bid packages and bidding, attending pre-bid conferences, contract awards, attending pre-construction conferences, conducting necessary construction, submitting invoices for progress payments, project closeout, and homeowner evaluations.
