HOMEOWNER ASSISTANCE AND REIMBURSEMENT PROGRAM (HARP) FOR SOUTH TEXAS FLOOD EVENTS 2018-2019
The Homeowners Assistance and Reimbursement Program (HARP) is a Community Development Block Grant Disaster Recovery (CDBG-DR) program administered by the Texas General Land Office (GLO). The HARP Program provides demolition, rehabilitation, elevation, and reconstruction services for homeowners affected by the devastating 2018 and 2019 flood events in South Texas, with damaged homes in Cameron, Hidalgo, Jim Wells, and Willacy Counties. The South Texas Flood Homeowner Assistance Program consists of rehabilitation services to restore storm-damaged homes with up to $65K in estimated repairs; demolition and reconstruction services for homes with more than $65K in estimated repairs; and elevation services for homes in a floodplain.
JWTC has been issued work orders in South Texas to help homeowners recover from the damage from the 2018 and 2019 flood events. In 2018, over 20,000 residences and businesses were affected by the flooding in Cameron and Hidalgo Counties. During the 2019 flood events, over 1,200 homes were destroyed or needed major repair in Cameron, Hidalgo, and Willacy Counties. At the peak of this event, there were wind gusts up to 75 mph, and over 15 inches of rain fell along the Cameron/Hidalgo County line in a matter of just 6 hours.
