HOMEOWNER ASSISTANCE AND REIMBURSEMENT PROGRAM (HARP) - TROPICAL STORM IMELDA
The Homeowner Assistance and Reimbursement Program (HARP) is a Community Development Block Grant Disaster Recovery (CDBG-DR) program administered by the Texas General Land Office (GLO). The HARP Program provides rehabilitation, elevation and reconstruction services for homeowners affected by Tropical Storm Imelda throughout Southeast Texas, including damaged homes from Houston to the Louisiana border. The Imelda Homeowner Assistance Program consists of rehabilitation services to restore storm-damaged homes with up to $65K in estimated repairs, demolition and reconstruction services for homes with more than $65K in estimated repairs, and elevation services for homes located in a floodplain.
JWTC has been issued work orders in Southeast Texas to help homeowners recover from the damage resulting from Tropical Storm Imelda. Tropical Storm Imelda caused devastating floods in Southeast Texas, Louisiana, Oklahoma, and Arkansas. Imelda formed on September 17, 2019, and dissipated on September 19, 2019. Imelda was one of the wettest tropical cyclones on record in U.S. history, and the fourth wettest tropical cyclone in Texas history. Imelda dumped over 43 inches of rain in some regions. The total damage from Imelda was estimated to be in excess of $5 billion.
