TEXAS PARTIAL REPAIR & ESSENTIAL POWER FOR SHELTERING (PREPS)

The State of Texas, through the General Land Office (GLO), selected James W. Turner Construction to provide basic essential repairs on a large scale to the single-family owner-occupied homes throughout Texas that were devastated by flooding from Hurricane Harvey in August 2017. The Partial Repair & Essential Power for Sheltering (PREPS) Program was a FEMA STEP Program designed to provide temporary damage repairs to make homes habitable. Having a safe, clean, and secure home, allowed residents back into their communities to shelter-in-place and begin permanent repairs.

Hurricane Harvey was a category 4 storm and made landfall three times in six days, causing $125 billion in damages. On August 25, 2017, Harvey hit Port Aransas near Corpus Christi with 130 mph winds. On August 26th, the storm moved to Houston, where it remained for four days, leaving 25% to 30% of Houston’s Harris County underwater. On August 29th, Harvey made landfall a third time, hitting the coastal cities of Port Arthur and Beaumont, Texas.

Hurricane Harvey had a considerable economic impact, damaging over 204,000 homes. Three-fourths of the residents were outside the 100-year flood plain. Those homeowners did not have flood insurance. Damage ranged from low scope with minimal damage, to severe damage requiring temporary repairs reaching the scope capacity designated for this program. Residents were without power, air conditioning, hot water, and other necessary safety repairs required to make returning home possible.

JWTC was selected as a qualified contractor based on our capability and experience with both FEMA and HUD CDBG emergency shelter-in-place programs. In this program, JWTC was the only contractor to cover the entire Texas coast, from Corpus Christi all the way to Louisiana. We covered the entire territory for this disaster recovery program and completed over 2,200 homes within the program deadline of 153 days.
