CITY OF HOUSTON HURRICANE HARVEY HOUSING CONSTRUCTION & REPAIR SERVICES - HARVEY HOMEOWNER ASSISTANCE PROGRAM (HOAP)
JWTC’s capability and experience with rehabilitation, reconstruction, and elevation services, as well as our experience with FEMA and HUD CDBG programs allowed us to be selected by the City of Houston to provide construction services in support of the Housing Construction and Repair Services Program for residents of the City of Houston that were impacted by Hurricane Harvey.
The City of Houston Hurricane Harvey Housing Construction and Repair Services Program assisted eligible City of Houston applicants that were directly impacted by Hurricane Harvey. The funds in this particular program were allocated to assist homeowners through the repair, rehabilitation, and reconstruction of their homes; to repair, rehabilitate, reconstruct, or develop new rental homes; to assist both renters and homeowners in building new homes; and to assist homebuyers in purchasing homes and remove residents from homes in areas likely to flood again.
During Hurricane Harvey, the unprecedented rainfall in the Houston metroplex and surrounding areas, directly or indirectly, affected 4.7 million people. Total rainfall from the Harris County Flood Control District (HCFCD) gauged 47.4 inches over four days. The government resources rescued over 60,000 residents, most of them from their flooded homes. Over 32,000 residents were transported to temporary shelters in Harris County. An estimated 300,000 vehicles were flooded across Harris County.
