LIGHTHOUSE PROGRAM - SOUTHEAST TEXAS REGIONAL PLANNING COMMISSION
The Southeast Texas Regional Planning Commission selected JWTC to support housing retrofitting and/or rehabilitation of owner-occupied, single-family housing units in the cities of Port Arthur and Beaumont, Texas. The Lighthouse Program motto “Improving Your Community through Energy Efficiency” was designed to retrofit the homes of low-income elderly and/or disabled citizens to make them more energy efficient and to further develop the community.
JWTC provided construction services in support of the Lighthouse Program. All construction projects were completed within 90 days or less and the total cost of work was $20K or 50% of the home’s value as assessed by Jefferson County Appraisal District.
The project scope included weatherization and energy efficiency upgrades that encompassed blowing insulation into attics and walls, replacing windows, caulking, installing air conditioning and furnace units, obtaining Texas Windstorm Insurance Inspection Certification for the alterations made to the home, and replacing doors.
Implementation of the Lighthouse Program had many environmental benefits. It improved the air by reducing residential fuel and electricity usage for heating and cooling. These reductions have been proven to contribute to the decrease of emissions of particulate matter, volatile organic compounds, and the nitrogen oxides associated with the combustion of fuel and the generation of electricity. Energy audits reported a 12- 30% reduction in energy usage of the homes after completion of the weatherization and energy upgrades.
