BASTROP COUNTY COMPLEX FIRE HOUSING RECOVERY PROGRAM
The Texas General Land Office selected JWTC in 2013 to provide construction services in support of the Bastrop County Complex Fire Housing Recovery Program for residents of Bastrop, Texas. The program, funded by the HUD Community Development Block Grant (CDBG) program, provided grants to rehabilitate, demolish, and reconstruct housing for disaster victims who experienced damage from the Bastrop Fires.
The $3MM+ program received over 200 individual applications with a balance of 65% reconstruction and 35% rehabilitation. JWTC was selected as the only pre-qualified contractor based on our capability and experience with both rehabilitation and reconstruction services, as well as our experience with HUD CDBG programs. Each construction project was awarded individually and required to be completed within a 90-day schedule.
Many of the projects in the area were awarded to low to moderate-income residents, requiring special considerations in terms of accessibility for older adults and care in handling the needs of lower-income groups.
The project scope included developing scopes of work for individual projects, documentation, implementation of a data management system, conducting site visits, coordination with building code officials, contract award, attending pre-construction conferences, conducting necessary construction, submitting invoices for progress payments, and project closeout.
