TDHCA HOME Program
Project Description
The Texas Department of Housing and Community Affairs (TDHCA) receives annual funding from the HUD CDBG Program for the rehabilitation and reconstruction of housing for very low, low, and moderate income families across the state. Many of the programs are managed by local Grant Managers and other subrecipients to identify applicants, usher them through the eligibility requirements, and hire contractors to rehabilitate or reconstruct single family dwellings under the program.
JWTC has worked for TDHCA and various grant management companies for over 20 years renovating and reconstructing homes across the state. The total program value has exceeded $88M, and JWTC normally constructs 30 new construction projects a month and about 180 rehabilitation projects on average per year. JWTC is a pre-qualified contractor based on our capability and experience with both rehabilitation and reconstruction services and our experience with HUD CDBG programs.
The majority of the projects in the area are awarded to low income and elderly residents, requiring special considerations in terms of accessibility for older adults and care in handling the needs of lower income groups. JWTC makes special considerations for assistance to these groups by closely coordinating with the applicant and grants manager for any Urgent Needs for Unmet Needs that may come to light during the construction process.
The project scope includes developing scopes of work for individual project, bidding and documentation, implementation of a data management system, conducting site visits, building code review, preparing bid packages and bidding, attending pre-bid conferences, contract award, attending pre-construction conferences, conducting necessary construction, submitting invoices for progress payments, project closeout and homeowner evaluations.
