Hurricane Rita Housing Program Round 1
Project Description
The Southeast Texas Regional Planning Commission selected JWTC in 2007 to provide construction services in support of the Hurricane Rita Housing Program, Round 1 for residents of the Golden Triangle that were impacted by Hurricane Rita. The Hurricane Ike Housing Program, funded by the HUD Community Development Block Grant (CDBG) program, provides grants to rehabilitate and reconstruct housing for disaster victims that experience damage from Hurricane Ike.
The $26M program received over 300 individual applications with a construction split of 80% reconstruction and 20% rehabilitation. JWTC was selected as a pre-qualified contractor based on our capability and experience with both rehabilitation and reconstruction services and our experience with HUD CDBG programs. All construction projects were awarded individually and are required to be completed within a 90 day schedule.
The majority of the projects in the area are awarded to low income and elderly residents, requiring special considerations in terms of accessibility for older adults and care in handling the needs of lower income groups. JWTC makes special considerations for assistance to these groups by closely coordinating with the applicant and program manager for any Urgent Needs for Unmet Needs that may come to light during the construction process.
The project scope includes developing scopes of work for individual project, bidding and documentation, implementation of a data management system, conducting site visits, coordination with building code officials, preparing bid packages and bidding, attending pre-bid conferences, contract award, attending pre-construction conferences, conducting necessary construction, submitting invoices for progress payments, project closeout and homeowner evaluations.
